Chevron has taken a definitive step to advance its growth strategy in the Eastern Mediterranean. The U.S. energy major has given the final investment decision for a significant expansion of the Leviathan natural gas field offshore Israel. This move not only locks in long-term production capacity for the corporation but also cements its role as a key supplier in a region of considerable geopolitical importance.

This approval aligns with a broader strategic realignment for Chevron. Clay Neff, President of Chevron Upstream, stated that the investment reflects confidence in the region's energy future. Concurrently, the company's position in South America is gaining prominence. Reports indicate the U.S. government is advancing the extension of licenses for Chevron's oil production operations in Venezuela.

This development occurs against a backdrop of shifting global trade flows. As some Indian refineries reduce Russian imports in favor of Venezuelan supplies, other state actors are increasing their purchases from Russia. Chevron is positioning itself to benefit from these complex market realignments.

Should investors sell immediately? Or is it worth buying Chevron?

Project Scope and Financial Commitment

The sanctioned project aims to boost the Leviathan field's annual production capacity from the current 12 billion cubic meters (bcm) to approximately 21 bcm—a substantial 75 percent increase. Achieving this target will require three new subsea wells and upgrades to the processing facilities on the platform. The total investment for the expansion is valued at around $2.36 billion.

Chevron operates the project with a 39.66 percent working interest. Its partners are NewMed Energy, holding 45.34 percent, and Ratio Energies with a 15 percent stake. The new facilities are scheduled to come online in the second half of 2029. This capacity increase is critical to fulfilling the terms of a December 2025 agreement between Israel and Egypt, which mandates a substantial rise in gas exports over the coming decade.

Investor Focus and Upcoming Milestones

For shareholders, attention now turns to January 30, 2026. On this date, Chevron is set to release its fourth-quarter 2025 financial results. These figures will provide insight into the company's operational performance within the current market environment. Meanwhile, the now-confirmed Leviathan expansion underpins cash flow prospects for the latter part of this decade.
